The other wishes that got the Namekians to Earth were granted by Porunga, since at this point, Shenron couldn't grant three wishes like Porunga could. While the Z-Fighters had their hands full preparing for the arrival of the Androids, Pilaf and his gang managed to get ahold of the Dragon Balls.
However, due to Pilaf's flawed wording of a wish to restore their youth, he, Mai, and Shu were all turned into infants, making them the same age as Trunks and Goten.
Though Androids 17 and 18 didn't kill a single person in the present unlike their future counterparts , some of Dr. Gero's other creations had a field day. Gero himself killed many Earthling inhabitants of Amenbo Island, while Cell killed thousands of Earthlings during his journey to his Perfect Form, with Future Trunks being his final victim.
