Why is meloetta genderless

Pokemon Why is Meloetta Genderless? Latias and Cresselia are Legendary Pokemon with a female gender that can't even breed with Ditto, yet what I don't get is why Game Freak decided not to make Meloetta a female Legendary like Latias and Cresselia.

Can someone explain the reason why? It definitely is strange, I mean look at her- I mean it. It can't reverse. Zekrom and Reshiram are Genderless, as are most legendary Pokemon.
