The Brotherhood was on its deathbed even before completely upending their chain of command twice. They kinda made it clear through his and other people's dialogue that he makes a great soldier who can follow orders by the book, etc, but he wouldn't make a good leader. He gets impeached because he gave orders out in the wrong order, nothing to do with his actual capabilities as a leader or his policies or anything like that.

It's a technicality. He couldn't find him guilty of something so had to look in old records to find how he can be ousted on a technicality. Not really a legit way of ousting someone in my opinion.
